The Gunners have been chasing the Barcelona outcast since the beginning of the transfer window as Unai Emery desperately tries to strengthen his side.
Arsenal are the favourites to sign Suarez on loan, with multiple outlets suggesting a potential permanent deal could be agreed in the summer when the north London side can afford the purchase.
But it looks like Barcelona want their player to sign a new contract before joining the Gunners to ensure he can still go for a big price in the summer.
The Metro claim the Catalan outfit want Suarez to extend his deal beyond 2020 to protect his market value.
The former Sevilla is reportedly happy to join Arsenal and talks have been ongoing in recent weeks.
But Emery has remained coy over a potential loan deal.
"Conversations with us have been very primitive," he said this week.
"I don’t want to say to you this private conversations with the club.
"This transfer [window] is not easy to take players who can help us with more performance than the players we have now.
"The club is working. I spoke with Sven and Raul about different possibilities for players.
"They are working. ‘It’s not easy to take players who can help us with a big performance now. It’s more one transfer [window] for something special you need.
The club is working on the possibility to loan players.
"If we can take to help us for different positions in the team we can."
Suarez came off the bench on Thursday as Barcelona beat Levante 3-0 in the Copa del Rey.
The Spaniard replaced Ousmane Dembele, who has also been linked with Arsenal in the past.
