Despite agreeing a loan deal with the Scottish champions on deadline day, Rovers have been unsuccessful in their application for a Governing Body Endorsement.
Having now considered all its options and taking into account Efe’s personal circumstances, the club has decided to draw a line under the matter and with the agreement of Celtic, the player has now returned to his parent club.
"The football club has worked extremely hard behind the scenes to try and make it happen, but it isn't going to be happening," explained boss Tony Mowbray.
"I spoke to the boy and he understood the situation. Percentage-wise it was very difficult for us to get a work permit for him - potentially up to seven weeks - which takes out a lot of games.
